    Would it be possible to open up the forum and have all the areas available without having to go to subscriptions etc?

    Technically, it is possible, but there are some advantages to using the new Groups feature as opposed to the old sub-forum construct. I am working on having links to the state groups on the main forum page though.

    Just put up a test of a drop-down menu of states that you can now see from the right panel of the Forums page.

          This works out pretty good, different but good. Nothing wrong with things being a bit different.
