Maine, New Hampshire & Vermont

We are planning a trip in Mid September through Maine, New Hampshire & Vermont on our way to Kingston ON Canada. Any suggestions on the best scenic route with good roads. Is the #2 & #3 a good route.
Any suggestions would be greatly appreciated.
