When I was stationed in Italy, the Carabinari was quite good at breaking up unruly protests outside the gate (I was at a new nuke base). When such social gatherings occurred, they came in with water cannons. This approach was very effective... there's nothing like the threat of instantly broken bones to restore order. I suspect that in cold weather, such devices would be even more effective.
