        A casual scan of that article shows what is probably the key to understanding the entire project in this paragraph:

        "The plant, which received $28 million from the Energy Department, will capture 83,000 tons of carbon dioxide a year, a small burp in industrial terms. But because making those chemicals conventionally usually results in more carbon emissions, and these will be avoided, the company claims credit for another 220,000 tons. If regulations from the Environmental Protection Agency result in a carbon cap for Texas, Skyonic could also sell the credits."

        That and the fact that the "Dr. Der" has a background in the Energy Department probably tells us all we need to know.

        This is probably nothing more than another leftist pie in the sky taxpayer funded fraud like Solyndra and many others known and unknown.

          Talk about a drop in the bucket... look at the attached document from the US EPA just to see how many cement plants are in the US alone... and Capitol Aggregates is far from the biggest (it's near the bottom of the first page). But never mind... Obama Inc, and his minions at the Treasury will just print more C Notes to pay for new technologies that will not matter one iota in the grand scheme of things...
