I notice comments in peoples posts? How?

I have seen comments in peoples post's to a thread. How do you all do that?

In every post other than the original topic post, there is a comment icon at the bottom of the post. Comments are useful when you want to make a comment that might otherwise go "off-topic"

Primarily, if you have a comment that might take the thread "off-topic" you would instead use a comment. That way, all replies are within the topic. As an example, see the comment I left for jmohme in the previous post. It has nothing to do with the topic.

I noticed the comment line does not show when you are not logged in.

The only thing I have seen at the bottom is the "Flag", "Quote" and "Like" icons. I have never seen a comment button.
